ON BOARD NOTATION

QUESTION

Dear Mr. Old Man,

Another disagreement that I have on a on board notation.

LC 44E: Dalian, port to port BL requested.

BL indicates:

Precarriage by: Vessel X

Place of receipt: Dalian

Ocean vessel: Vessel Y

Port of loading: Dalian

No other transshipment information available on BL

What should the onboard notation indicate other than the date?

My view is that it can show either vessel based on which actually left the POL called for in the credit.

Case1: On board Vessel X at Dalian on 12 Jan 2023

In this case it is clear that the ship begins at the port of loading (Dalian) on Vessel X and Vessel Y is transshipment vessel. UCP does not mandate transshipment information to be given on the BL, though if it is given then there is further clarity to have the T/S port as well.

Case 2: On board Vessel Y at Dalian on 12Jan, 2023

In this case we can understand that the precarrige Vessel X is involved beyond/before the loading port called for in the LC therefore the on board has clarified which vessel has left the POL.

While opinion TA 858rev says only option 2 is correct , on board notation has to reflect Ocean Vessel Y only.

The on board position paper and isbp only use terms “name of vessel ” (I interpret it as could be preccariage or ocean)  therefore the one vessel  which actually leaves the POL is the vessel to be considered could be either case 1 or case 2.

Hi Rohini,

Shipped on board the vessel that leaves the port of loading, i.e., shipped on board Vessel Y at Dailian on 12Jan2023, is correct and complying with ICC recommendations on requirements for an on board natation.

However, in practice for container transport   there is a scenario similar to this Q&A
